Being somewhat a mulch/compost/manure junkie I thought I should pass on a couple of good sources.
Firstly there is Bob's Firewood in Kororoit Creek Rd that has a small mountain of bark, woodchips and sawdust. They are happy for you to take as much as you want for FREE. I am not sure of the chemical qualities of eucalyptus barks (acid, alkaline etc), but I presume it makes good mulch, especially if mixed with other material like straw or leaf litter. Anyway the price is right.

Another source I have found is for sheep manure and some people are advertising as follows:
"200 kilos crushed sheep manure (1 cubic metre wool pack) - pick-up ute or trailor only
Monday- Thursday 8am-5pm
call 0410-599-411. 369 Somerville Rd, West Footscray."
I might get some this week and let you know how I go.
